I have the honour to acknowledge the receipt
of your despatch No.105 of the 12th.April enclosing a letter from the Shell Transport Company complaining of the regulations in force at LongKong relating to the discharge and loading of Liquid Fuel.

The remarks of the Company in question are as noticed in your despatch, beside the point, since the re- gulations they refer to do not apply to Liquid Fuel, but to Petroleum in Bulk.
But in this latter fact arises the difficulty which the Company apparently wished to draw attention to and which has led to a representation from Messrs. Arrhold Karberg and Company, the Agents in Mongkong of the Company, copy of which I enclose.

The Company has only one wharf at its oil Depôt in hongKong, and the wharf is what is known as a T
wharf. What the Company desires to do is to lay a steamer
: which wants to load or discharge liquid fuel, alongside of
a steamer which is loading or discharging petroleum in bulk.
Under rule 14 of the Rules and Regulations
relating to Petroleum in Bulk, it is not permissible to do so.
Inquiry has been made by the Acting Marbour
